you can view the tool bar if you are using IP address but if you use FQDN the toolbar images are not showing.
The reason is the images are simply not publish. You should be manually locate the Crystal Viewer images and put it on the publish folder. Normally the images are located at:
‘aspnet_client\system_web\2_0_50727\CrystalReportWebFormViewer3\images’
Create a virtual directory on the publish website and point to aspnet_client folder.
